Arms Lore is the study of armor and weapons. It serves two purposes: evaluating a weapon's condition and stats, and to disarm an opponent.
Weapons Lore
When using this skill, you can determine how much damage a piece of weapon or armor has sustained, whether a bladed weapon has acid dripping off it, the damage it could potentially inflict, etc. This used to be a very useful skill for blacksmiths as you do not want to repair a weapon too often when it doesn't really need repairs. But this first ability has now become obsolete since magic items all display durability.

When used on faction items, arms lore will provide information on the duration of the blessing the said item benefits from.
Disarming
With a minimum of 80 Wrestling and 80 Arms Lore, you will be able to disarm any opponent. To do so, you will need to create a macro in the UO Configuration. However, certain weapons' special move also allow you to disarm without the use of this skill. You should therefore contemplate those weapon skills first before you devote skillpoints to Arms Lore.
Raising Arms Lore
Arms lore is affected by the anti-macro code. You will therefore need a large number of different targets in order to gain. Any piece of armor (leather and metal) and weapon, including pickaxes ands smith's hammers can be used. Unless you possess a large collection of those of home, you may want to go to a magic weapons vendor shop or a smith's shop, open as many bags as your screen will allow and start loring, running through each item of each bag then starting over.
In this case, UO Assist comes in very handy. Record a macro that arms lore every weapon then add a 1500 ms pause between each target line of the macro. Please note that your macro cannot exceed 200 lines. So you can only lore 66 items per macro (1 line for use skill, 1 line for target and 1 line for pause, so a total of 3 lines per weapon x 66 = 198 lines)
